Wayne,If an administrative office is in a school, it is treated as part
of that school. You can separate your phone bills any way you like,
creating as many 471s and FRNs as you like. My advice, however, would
be to put all telecommunications bills from a single provider into one
large FRN (funding request). Large FRNs give you flexibility when your
needs change (for example, you decide you need fewer phone lines but
more bandwidth on your data circuits). It also simplifies things when
it comes time to do a BEAR. The only compelling reason to split an FRN
is the old "when in doubt, break it out" rule; if you're not sure a
service is eligible, but it in its own FRN (even if it's included in a
bill with other services). For more information on administrative
offices, see the guidance on "Non-Instructional Facilities" (NIFs):
www.universalservice.org/sl/applicants/step05/non-instructional-facilities.aspx
I hope that helps.

Subject: [Eratechat] Administrative Offices and Form 471
I would appreciate any advice or direction to already existing
information about this scenario.
We are a K-12 district in one building. Therefore our superintendent's
office exists in the same physical building as the other schools. But
the telephone services for this office are not shared by any other
"entity" in our district.
Can we file a Form 471 for telecommunications into this office just for
this office? Or, must/should that request be included with one of the
requests for one of the schools?
Thanks for any suggestions or directions to where I may find an
answer.
