Yes, such an administrative building in its own location is eligible.  If
the building is on a campus with a school, then you should just treat it as
part of the school.  But if it is across the street, you should treat it as
a "non-instructional facility" (NIF).  The criteria for eligibility of NIFs
get refined every year, but the big criteria are:
1) Does the district own or lease the building?
2) Is the building used solely by district employees for educational
purposes?

Those of us who spend all our time thinking about the E-Rate have been
batting around what "educational purpose" is.  I think it encompasses almost
anything that school employees do on school property.  Others take a
narrower view.

It is certainly true, though, that administration buildings, bus garages,
maintenance sheds and warehouses are all eligible for E-Rate. 

But first, you need to get entity numbers for your offices, garages and
sheds.  Call the SLD for instructions on that, since the process seems to
change.
