**Acronyms for all of the editions of Robert's Rules (Robert's Rules
for
Dummies, p. 10)

+ "RO" for the 1st, 2nd and 3rd editions (Robert's Rules of Order)
+ "ROR" for the 4th, 5th and 6th editions (Robert's Rules of Order
Revised)
+ "RONR" for the 7th, 8th, 9th, and 10th editions (Robert's Rules of
Order
Newly Revised)

**"By-laws" or "bylaws"---Is the hyphen required?

During the time of the first few editions of Robert's Rules of Order,
the
word
"bylaws" was hyphenated: "by-laws." The hyphen has been dropped and the
current spelling is "bylaws."

**How can a member change his/her vote on a motion?

"A member has a right to change his vote up to the time the result is
announced;
after that, he can make the change only by the unanimous consent of the
assembly
 granted without debate." [RONR (10th ed.),p. 395, l. 9-12]

**Spelling test

The presiding officer who resides at a meeting is normally ___________
as
"Mr. President" or "Madam President."
A. adressed B. addressed C. addresed

(Answer is listed at the end of this E-Bulletin)

**How is "sine die" pronouced?

An adjournment sine die means an adjournment without day, or the final
adjournment of the body.
The correct pronunciation for "sine die" is "SIGN-ee-DYE-ee." [RONR
(10th
ed.), p. 81, footnote]

**Which of the following parliamentary steps could be in order while the
privileged
 motion to adjourn is pending?

To make important announcements
To move to table the motion to adjourn
To move to recess for 5 minutes
To move to reconsider a previous vote
To move to limit debate on the motion to adjourn
To move to set the time for an adjourned meeting

(Answer is listed at the end of this E-Bulletin)

**Some Motions that can interrupt a speaker who is speaking and that
don't
require a second:
[RONR (10th ed.), p. 42, tinted.]

+ Call for the Orders of the Day
+ Point of Order
+ Parliamentary Inquiry
+ Point of Information
+ Call for a Division of the Assembly
+ Raise a Question of Privilege

**Adjourning while business is pending.

A meeting can be adjourned while business is pending PROVIDED
THAT the time for the next meeting has been established by a rule or
has been set by the assembly. [RONR (10th ed.), p. 226, l. 3-8.]

**MUST a tie vote be broken? (The Guerrilla Guide to Robert's Rules, p.
60)

No. A tie vote is less than a majority, and therefore is not adopted.

** When a main motion has been stated by the chair, it is said to be
"pending"---or, commonly,
"on the floor." (Robert's Rules of Order Newly Revised IN BRIEF, p. 23)

**How can a member stop debate on a motion? (Demeter, pp. 305, 306)

Avoid shouting "I call for the question!" or "Question! Question!" It
is
discourteous. If you mean to end
further debate, rise (address the chair, and wait to be recognized) and
simply say, "I move the previous question,....
This motion requires a second and a two-thirds vote.

**The chair should require that amendments and main motions be submitted
by the mover in writing. [RONR (10th ed.), p. 38, l. 13-16.]

**Can you solve this NEW problem related to voting?

The Yacht Club has 45 members. A member moved "to extend the boat dock
twenty-five feet."
The motion was seconded and debated. It was then moved and seconded
"that
debate be
limited to five minutes for each member." What is the minimum number of
votes required to
adopt the motion to Limit Debate if all 45 members were present and 30
cast
a vote?

==> (Two FREE teaching packets related to voting are available on
www.northwest.net/parli-pro)

(Answer is listed at the end of this E-Bulletin)

**Basic Rules for the motion, to Postpone to a Certain Time.[RONR (10th
ed.), p.262, l. 22-27]

+ Needs a second
+ Is debatable
+ Is amendable
+ Needs a majority vote

** Calling a Point of Order (Demeter. p. 307)

"Usually, (but not necessarily) the Chair awaits a point of order from
the
floor
before he himself applies points of order on improper motions."

**Parliamentary Procedure Myths (NAP-National Parliamentarian--2nd
quarter,
2004)

Myth: A husband and wife, during the same term of office, cannot both
serve
as officers
or cannot both sit on a board.

False. There is not such prohibition in RONR. The same goes for
members
who are
related as parent-to-child, or as siblings.

** Brainteaser (www.jimslaughter.com/)

Question: If your parliamentary authority is Robert's Rules of Order
Newly
Revised (10th Edition),
is it in order to move to a Division of the Question on an amendment if
the
amendment contains several
parts, each of which is capable of standing as a complete proposition
if
the others are removed.?
Can the motion Division of a Question also be applied to a main motion
while an amendment is pending?

(Answer is listed at the end of this E-Bulletin)

** Test Your Knowledge (From Dunbar's Manual of Parliamentary Procedure
Test
Questions,
an FFA, TSA, BPA, and SkillsUSA reference for their competitive event
examination phase)

A Point of Order yields to all

A. privileged motons.
B. secondary motions.
C. subsidiary motions.
D. main motions.

(Answer is listed at the end of this E-Bulletin)

**True or False? (National Parliamentarian--Fourth Quarter, 2005)

The minutes need not conclude with both "respectfully submitted" and the
signature of the secretary

(Answer is listed at the end of this E-Bulletin)

**PARLIAMENTARY PROCEDURE SITE WORTH VISITING:

Parliamentarians (SAEP)]

QUESTION AND ANSWER:

One question from a reader is answered on each E-Bulletin. Send it to
dunbar at northwest.net. If a question that was submitted does not
appear on an E-Bulletin, it will be answered personally by
E-mail. All answers are based on the 10th edition of Robert's Rules
of Order Newly Revised (RONR).

Question: At a recent meeting of a our chapter, the secretary was
absent.
The
chairman selected the vice-president as a replacement without permission
of
the
assembly. Was this correct according to Robert's Rules of Order? Our
bylaws
do
not provide directions for this situation.

(Answer is listed at the end of this E-Bulletin)
