Proposed Legislation: HB 265
I have had many questions in the last two days concerning the proposed House
Bill (HB) 265. I must admit, I was not aware and/or familiar with the
proposed bill until the emails started arriving. I contacted Dr. Bert
Schulte, DESE Deputy Commissioner, who is our legislative contact (among
many other jobs). He responded immediately with the information below.

"Beginning July 1, 2008, the Missouri school improvement program or
successor accreditation program shall neither require nor use a scoring
rubric that requires a score for meeting standards regarding librarian
staff, counselor staff, or any requirement regarding the offering of
vocational education or the certification of vocational education staff."

The information you have is correct.the quoted language was added to HB265.
I don¹t know how much of this bill will move ahead right now it is 150
pages long and stacked with provisions of varying nobility.
If passed, the provision might have some effect on staffing patterns in
schools.

³Please call your Senator & Representative tonight (Thursday) or tomorrow
morning: Urge them to defeat the Amendment to SS/HB265 which would remove
the standards for librarians, couselors, and vocational agricultural
counselors from MSIP standards one of the current benchmarks used for
evaluating schools. If this amendment should pass, districts could reduce
the number of positiions in these areas withou jeoparizing their MSIP score.
