[Technic] April MOSIS submission

I've done it, and it's correct as far as I know.  The idea is to (1) take
the SIS entry and exit codes you have now and match them up to DESE codes
and (2) make sure you have at leat one SIS entry/exit code for every DESE
code.

This page has a list of all of the new DESE entry and exit codes.  Every
code that you use in SIS must correspond to a DESE code and vice versa.  I
had to talk with some of our office people and our superintendent to get
help on aligning all of the codes.
