Mayor Francis Slay will make an appearance at tonight's Tower Grove East Neighborhood Assn. general membership meeting, and will make the presentation of the Betty Lewis award.  All TGENA block captains will also be recognized at the meeting.  The meeting is at 7:30 p.m. at St. Elizabeth Academy, 3401 Arsenal St., 7:30 p.m.  Enter from Louisiana Street just north of Arsenal St., through the courtyard and down the steps to the southeast corner of the building.
