I am surprised no one has answered your post by now.  This listserv is usually very lively once a subject is brought to its attention.  Perhaps one of the board officers will address the situation after reading this.

dealers working each corner of Magnolia and Michigan Saturday afternoon. 
When the police made their rounds--they would high-tail it into the alley. 
It seems that little market is a meeting spot for this(and possibly other) 
activity.  Has any action/police been notified--are aware/ of this 
situation?
