  Living not far from you, I have noticed a lot of this activity as well around the block!  I wish something would be done about it!  I vowed to myself that when any of this activity was going on, or I saw a bunch in a group, I was going to call the police to report it, because that is what my tax dollars are going to!
   
  With your past experience, is there any recommendations as to what we should/could do?  I am willing to try anything to feel like I am living in a safe and healthy neighborhood!  We need to do something to get the riff raff out, for lack of a better term!

When the police made their rounds--they would high-tail it into the alley. 
It seems that little market is a meeting spot for this(and possibly other)
