Please do not call the South Patrol Desk to report suspicious/criminal
activity. That will get you nowhere. The non-emergency number is
231-1212. I will pass this information along to the S.Grand bike
officer as well. While begging is no longer enforced as a violation,
"aggressive" begging is still illegal.

Dear Neighbors,
I've noticed a greater number of pan-handlers along the South Grand
corridor than is normal. In particular, they seem to gravitate between
the Qdoba-Hollywood Video block of Grand (maybe because this is a high
traffic flow area). Recent emails on this list have even documented
panhandlers at our front doors and even inside some of the local
businesses.
In particular, we're all aware of "Todd", the flamboyant con-artist who
likes to hang out in the parking lot behind Kinko's/Qdoba. I see him now
being a bit more aggressive, approaching people in the cars, which has
made more that a few persons visibly uncomfortable. I've personally
notified the police about a dozen times over the past few weeks about
him - and they have always responded quickly. If you see him, please
take a moment to call the South City patrol non-emergency (444-0100) and
report it.
My question for our alderpersons and neighborhood committees is: can we
enact a local ordinance the official makes panhandling along the South
Grand business corridor illegal? I've seen this sort of thing in other
cities and it's quite effective. When there's no other punishment for
loitering around asking for money, these persons keep coming back. I
would happily volunteer for whatever action is necessary to
