[TGE-mail] Mysterious holes and wild kittens ( picture attached)

Hello, and thank you so much!
 Everybody was so helpful with concrete recommendations, I thought I'd try
my luck again. We have strange holes appearing in our backyard.  I've
researched online, and I suppose it could be moles....anyone else have this
problem? It's kind of creepy. ( pictures attached )

Also, I've discovered what my dogs have been barking at for the last three
weeks -- an abandoned mama cat and five new little kittens, who are living
under a parked car in my neighbors backyard. My neighbor asked me not to
call animal control in case it results in kitten deaths.  I've called the
APA- who don't come into the city- and Stray Rescue, but they only deal in
dogs. Any suggestions? Anyone been miraculously harboring a desire to adopt
a family of cats? Perhaps this is someone's lost cat? They just can't be
left here- they'll either starve or die from cold, possibly spread disease
or fleas to pets, or breed some more homeless cats. Picture attached.
