I can't help with the holes, but for the kittens you might contact the St. Louis Pet Clinic at 2245 S. Grand (773-6400) and ask for J.T. Their specialty seems to be stray or feral city cats, they have "foster homes" for kittens and were wonderful to work with when we used their services last month.
They have cat traps that you can use, they may also be able to offer advice on how to gather up the litter of kittens. I've only used a trap on an adult, "semi-feral" cat I wanted to take in to spay, so I'm not sure how you'd go about getting the mama AND her kitties but if anyone can tell you, I'm sure they can.

Hello, and thank you so much!
Everybody was so helpful with concrete recommendations, I thought I'd try my luck again. We have strange holes appearing in our backyard. I've researched online, and I suppose it could be moles....anyone else have this problem? It's kind of creepy. ( pictures attached )
Also, I've discovered what my dogs have been barking at for the last three weeks -- an abandoned mama cat and five new little kittens, who are living under a parked car in my neighbors backyard. My neighbor asked me not to call animal control in case it results in kitten deaths. I've called the APA- who don't come into the city- and Stray Rescue, but they only deal in dogs. Any suggestions? Anyone been miraculously harboring a desire to adopt a family of cats? Perhaps this is someone's lost cat? They just can't be left here- they'll either starve or die from cold, possibly spread disease or fleas to pets, or breed some more homeless cats. Picture attached.
