  Dear Neighbors,

  I need some assitance please.  I am currently out of town, and just
learned that a neighbor at 3020 Shenandoah is replacing the terra cotta
tiles on his roof with black roofing shingles.  To boot, he is doing the
work himself with no visible permit.

  I have contacted Bill Scott, an STL city inspector.  Whom else should I
notify?  This house was built in 1908 as a series of four, all of which
still stand with terra cotta tiles in tact.  The house is in the Compton
Hill historic conservation district.

  The owner has already replaced his historic wood windows with white vinyl
windows that do not fit the original frames.  Also there is an unfinished
mega-garage being built in the back, for which a 100-year old cottonwood
tree (brilliant shade tree!) was fallen.

  This has got to stop.

  Thanks for your help to preserve the visual impact of our neighborhoods.
