[TGE-mail] The Paving of Tower Grove East Neighborhood

I wonder if anyone can provide details regarding the rehab work to the
building at the NW corner of Halliday and Grand.  I drive by it often and
have always been curious how it was going to turn out.  When I saw the front
yard paved I thought perhaps it was not going to be residential but instead
might be a restaurant and that paved area would serve as an area for tables
for the restaurant but I found out the building will be residential. That
said, I do not understand why the front yard was paved nor am I sure I would
like that change.  I thought we were in a historic / conservation district
and as such would not be permitted to pave our front yards.  In addition I
would worry about potential safety issues since cars could park there,
safety issues involving pedestrians / children that use the same sidewalk
area.  Can anyone provide more information about what is really going on
there ?  I'm most concerned about this and what precedent it may establish
for future rehabbing in our neighborhood.
